Where does the text come from?

Does it actually mean anything?
No. The source was real Latin, but the scrambling left something that only resembles a language. That is the point: it looks like text and reads as nothing, which is exactly what a placeholder should do.
When should I not use it?
When the layout has to survive real content. Actual copy varies in length in ways Lorem Ipsum does not, and headlines are usually shorter while product descriptions run longer. A design that works only with placeholder text is a design that has not been tested yet, so swap in real copy before signing off.
