How this works in your browser
An ICO file is a small archive rather than a single image: a header, then a directory listing each contained image with its dimensions, colour depth and byte offset, then the image data itself. Since Windows Vista, that data may be a PNG rather than the older uncompressed bitmap format, which is what this tool writes: your PNG bytes are embedded directly and the surrounding container structure is generated around them. That is why the conversion is lossless and why renaming a file cannot substitute for it, since the header and directory simply would not exist. Transparency carries through untouched because the embedded PNG keeps its own alpha channel. Everything is assembled in your browser.

Can I not just rename my PNG to .ico?
No. This comes up constantly and it genuinely does not work. ICO is a container format with its own header and directory describing the images inside it; a PNG renamed to .ico has none of that structure, so Windows sees a malformed icon file. The conversion writes the real container around your image.
