How this works in your browser
The browser decodes your JPG, which means undoing its frequency-domain compression back into a plain grid of pixels on a canvas. Those pixels are then written straight out with a BMP header attached, uncompressed, row by row. Nothing is recovered in that process: the detail JPEG discarded when the photo was first saved stayed discarded, and the smooth blocks and ringing around edges that compression introduced are now stored as literal pixel values. The file grows enormously because every pixel costs three bytes regardless of how simple or repetitive the image is, which is the entire trade BMP makes in exchange for being trivially easy to read.
